Second Meeting of Administrator’s Advisory Council held today in Chandigarh

Chandigarh, 14th July, 2017: The reconstituted committee of the  of Administrator’s Advisory Council today came together for the second meeting that was held under the chairmanship of H.E. Sh. V.P Singh Badnore, Governor of Punjab and Administrator, U.T., Chandigarh at Hotel Mountview.

The meeting was attended by the members of the advisory council including Smt. Kirron Kher, Member of Parliament, Chandigarh, Sh. Satya Pal Jain, Additional Solicitor General of India, Sh. Pawan Kumar Bansal, Ex Member of Parliament, Chandigarh, Sh. Harmohan Dhawan, Ex Member of Parliament, Chandigarh, Smt. Asha Jaswal, Mayor, Chandigarh and Sh. Sanjay Tandon, Bhartiya Janata Party President from Chandigarh. Present among the galaxy of officers were Sh. Parimal Rai, IAS, Adviser to the Administrator, Chandigarh, Sh. Anurag Agarwal, IAS, Home Secretary, Sh. Maninder Singh, IAS, Chairman Chandigarh Housing Board, Sh. K.K Jindal, IAS, Secretary Personnel and other senior officials of the administration, councillors and members of the council.

At the onset of the meeting, three presentations were delivered wherein issues related to city beautiful were put forward and suggestions were sought from the members. The presentations during the meeting included:

  1. The 1st presentation highlighted Revitalization of sector 17, Chandigarh. The presentation highlighted how the present space can be best revitalized into a commercial and recreational hub. The presentation showcased slides on how the plaza can be turned into a public place wherein citizens can enjoy art, culture and food with their families. Regulation on the entry of vehicles within the plaza, adopting public transport, using cab services & golf carts within the plaza were some effective suggestions pointed during the presentation. Further to this, it was also proposed to shift the Deputy Commissioner’s office to a new location in Sector-17 and utilising the present office building which is of heritage importance as national gallery for showcasing modern art. Other ideas shared during the presentation included setting up of food courts, switching to energy efficient lighting, better planning of commercial spaces and holistic revitalization of sector-17, Chandigarh.

The presentation was appreciated by the members of the advisory council and H.E advised the consultant to list down the suggestions given by the members and directed the officers of the Chandigarh Administration to consider some of the bright suggestions given by the members in the present proposal for better revitalization of sector-17, Chandigarh.

  1. The 2nd presentation delivered by Sh. Santosh Kumar, IFS, Chief Conservator of Forests addressed the issues related to Sukhna Lake. The presentation threw light on how due to soil conservation done in the catchment area the problem of siltation has been controlled. He further shared the correlation between the deficient rainfall in the recent years and drying up of Sukhna Lake, which is the main cause behind the decline in water level of Sukhna Lake in every 4-5 years due to deficient rain fall. Adding to this Sh. Santosh Kumar stated that suggestions given by the citizens of using the tertiary water post treatment, rain water harvesting and annual cleaning of weeds is being taken into consideration by the Chandigarh Administration.

Post presentation, H.E added that citizen participation is the most essential part of this issue and asked the department to involve as much suggestions and help from the citizens as possible. Further to this the Administrator also directed the officers of the Chandigarh Administration to consider suggestions of the council members. The Administrator also asked the officers to ensure that adaptable solutions are implemented and visits can be made to cities and countries to learn their process of preservation.

  1. The third presentation was aimed at Improvement and Solid waste management which was delivered by Sh. Baldeo Purushartha, IAS, Commissioner, Municipal Corporation. The presentation         showed how the Municipal Corporation is trying to achieve maximum solid waste management by dividing the garbage collected from various areas into degradable and non-degradable material. Sh. Baldeo Purushartha added on ways how the Municipal Corporation is ensuring that the dumping ground does not become a toxic surrounding for the residents. He further shared with the council members that NGT has granted JP group a time frame of 90 days to ensure construction of a composting plant failing which the plant will be given to Municipal Corporation, Chandigarh to be managed by them. The Hon’ble Administrator suggested for constitution of a committee for the agenda too.

The council members shared their valuable suggestions on the three presentations and how various issues can be resolved in a timely and effective manner. In his concluding statement, the Administrator directed the presenters to consider the suggestion shared by the members of the council and further advised the members to indicate upon subjects of their choice in which they would be willing to be a member of the standing committee. The Administrator concluded by directing the officers to take this task on priority basis so that work can begin at the earliest on these issues.
